Do you mean that one of the consequences of the Research Excellence Framework (REF*) is that access to vital academic information is delayed?
Does the REF really prevents people from making peer-reviewed information available swiftly, because it must be published in a specific format?
That is worrying. I thought that there was a conflict between 'research excellence' and 'delayed publishing'? It certainly makes the assessment of the 'originality' criterion more difficult? "Original" at which point in time? When the research was done? Or original at the time of publication?
