Firstly, I'd like to thank you all for all of the great feedback and ideas! It was really a great effort put forth by so many of you!
Pam Cross sent me some photos of a horse hyoid apparatus (and I understand the whole listserv received them as well) that put the final nail in the coffin. From the photos, the drawings in Sisson and Grossman (2007), and Leif's confirmation with his collection, it is now unequivocally clear that the fragment is indeed a part of a horse's hyoid apparatus.
From the labeled figure in Sisson and Grossman (2007), my fragment comprises parts a, b, and c (basohioides, a portion of the apĆ³fisis lingual, and small portions of the 2 tirohioideo). The version of this book that I consulted is in Spanish, and if interested, you can view the labeled drawing here:
