I wrote about this briefly in my 1985 book on the Legenda aurea. Here's the gist of what I said there: "the chapters [of the Legenda] singled out as examples have one thing in common: they promise in unequivocal terms that acts of devotion to the saints in question will magically guarantee one's deliverance from certain evils, among them illnesses, poverty, and damnation itself." (p. 50, with more detail in the notes on pp. 233-34). I think the bibliographical reference you want is Nicholas's 1455 ordinances for the diocese of Brixen, published in Synodi Brixinenses, saeculi XV, ed. G. Bickell (Innsbruck, 1880), p. 41, and (for a little commentary on the context), Edmond Vansteenberghe, Le cardinal Nicolas de Cues (Paris, 1920), pp. 141-42.
