Having said that, when reading related literature, I have seen this document 'Innovation Measurement, Tracking the State of Innovation in the American Economy' (2008)

Apparently, your government (or perhaps others too) felt that they needed to improve the measurement of innovation in the economy. In this document, the committee made suggestions how best to measure innovation for its economic impact. It is not uninteresting. If you read the executive summary, perhaps you will be as surprised as I was to find out how relatively little was known about (up until 2008) the relation between innovation and economy. Given the fact that 'innovation' has been on the lips of so many people (not least in Design) so often for so long, I would have thought the world knows about it inside out by now.

Can you explain what #2 on the list means? The others (with the possible exception of "human resource performance) seem fairly straightforward but what is the measure of "innovation performance"?
