I think it something we would have to look at, we can build on some refeds work to help here.
Overall, we'd like to start work on some categorisation work akin to InCommon's 'R&E' categorisation work. A category of 'student services' could fit in to that pattern quite well, with supporting advice on attributes and release.
I'm jumping several guns there though...lots of work to do!
