That's not quite right. The UK federation centrally-hosted discovery
service supports two protocols, WAYF and DS. Transactions using the WAYF
protocol are restricted to SAML1, transactions using the DS protocol may
be SAML1 or SAML2. Most UK federation SPs using the centrally-hosted
discovery service are still using WAYF protocol, which is in line with
current federation recommendations.

More than a handful. This is a rough calculation, but approximately 27%
of federation SPs do not have SAML2 support advertised in their
metadata. This includes a number of other significant ones besides the
above; all EDINA production SPs, for example.
