We already have: our "LORLS" system has been in use at Loughborough
University for over ten years and was GPLed and distributed as Open Source
about a year after we initially wrote it for our own use. Last year we
deployed a large scale revamp to LORLS based on a new database structure
we dubbed "LUMP", along with a new Javascript based client called "CLUMP".

As well as the obligatory screen shots and links to code, that site
contains our "development diary" from the last few years. One entry you
folk might be interested in is one I knocked out some time ago about our

Whilst not a functional specification, it does of course depend on what we
knew we'd need the system to cover based on the experience with previous
versions of LORLS, and also the need to be more flexible to allow the
underlying system to adapt to new media types, organisational structures,
etc.
