Many thanks for your message, and I am glad that the paper is useful.
There is quite a detailed and wordy definition around re-use in the
Directive itself, but it doesn't provide any examples. I am hopeful that
this will be further clarified as things evolve.

While I can imagine that this is a contender for the prize for the
dullest email subject line this year, I thought some of you might be
interested in the Briefing Paper which we have produced about the
current proposal to bring museums, archives and libraries within the
scope of the EU Public Sector Information Directive.
The proposal is part of the European Commission's 'Open Data Strategy' -
a package of measures designed to tip the balance in favour of a
proactive approach to making content openly available for re-use. There
have been some concerns that the implications around exclusivity and
charging will impact on the ability of museums, libraries and archives
to enter into partnership with commercial agencies in the digitisation
of their collections. This Briefing Paper is intended to address these
concerns.
