Yes, is probably the simplest answer.
The situation you describe (whether accurately or not) is exactly the
opposite of the situation in England. Here, a large proportion of parish
churches eventually *became* the property of monastic houses (and
"cathedral chapters and other secular collegial institutions") - who
just put in a (secular) vicar and creamed off the tithes.
Parish formation is, of course, quite late (12th century?) The parishes
replace both proprietary chapels and multi-clergy churches ("minsters")
- none of which were monastic.
The situation in France can't have been totally different - it was the
bishop who had jurisdiction over the parish clergy, which would have
been difficult if the churches were of monastic origin.
