Hampshire does not require parental permission for 16 year olds and
older to use the public computers. This is in line with the library
membership, where 16 year olds do not need a guarantor to be able to
borrow items and was agreed by our legal department when the PN was
launched. I seem to remember (and this is going back a decade or so)
that it came out of situations where 16 & 17 year olds were living
independently and so the requirement for a guarantor was making it
difficult for them to use the library. In particular I think there was
some work with teenage parents who could neither have a library card
themselves nor get one for their child.
