How about Tokens for loans? Nice and simple to operate, saves writing
the book cards needed for Browne, and no staff training required.
And 5 x 3's for the catalogue? the cabinets can often be found in Junk
shops at reasonable prices.

Theres one called Browne. It uses small pieces of card and wooden trays
and costs very little to operate apart from staff costs.
As your staff costs are nil this is not an issue (ooops unintentional
pun!)
To be slightly more serious,Browne issue may not have the data
protection problems of other systems and could be up and running very
swiftly even as a stop gap.
