Presumably the community library in question is being charged for this
sort of consultancy? I could offer a few suggestions but I would expect
a cheque in the post from them.

Subject: Can you recommend a tiny library management system?
We're helping a community organisation to set up their own mini library,
and they've asked about library management systems.
Is anybody using tiny, standalone LMS they can recommend? It needs to
be easy to install, offer a simple way of adding books or cataloguing,
and be intuitive to use for a non-professional.
Many thanks
