well, cgpublisher is one that I count a spam conference/publisher provider, along with iadis, and igi and a few others. As i've told others, opinions vary on these types of deals where you basically end up paying quite a bit of money to get an appearance and a publication in a journal or proceedings that is not widely known. basically cgpublisher is a for profit conference development company who provides conference services. i'm really uncertain as to the rigor of their reviewing, but I'd guess it would depend on the people associated with the conference, however, I've never heard of anyone being rejected from a cgpublisher event, though i'm sure it happens for offtopic or other reasons. I have talked to senior colleagues of mine who were very surprised to find that their name was listed on a cgpublisher event or affiliated with it, so I'd take that with a grain of salt. I don't begrudge the group the opportunity to do business and to exploit academics who want to be exploited or want to attend a conference that looks particularly interesting to them, but I don't think you can necessarily look at the conference as anywhere near a top tier conference.
