It will be the Duchy - they own Caradon Hill.
They use Wardell Armstrong for this sort of thing, I believe.

I very much doubt the Coal Authority will have any role. This will be
down to the mineral/ land owners to sort - might be the Duchy? If there
is no obvious mineral / land owner it will probably be the local
authority that will need to step in - and I am aware that Caradon
District Council have in the past used consulting mining engineers for
this sort of work.....
I suspect that by know an appropriate local specialist will have been
appointed
