Just to put the record straight - most of Caradon Hill including this area is indeed privately owned - bought by father of the present owner and grazed by the St Cleer Commoners. Below the medieval manor wall on the lower south and west sides, it belongs to the Manor of Roscraddock. The shaft which has fallen in is part of the scheduled monument which covers the mine workings and medieval field system, together spanning all of the lower north side of the hill.
You may also like to know that the extensive remains of South Caradon Mine with its many engine houses, dressing floors etc, (all below the manor wall), is now at the start of a period of consolidation etc funded by HLF and managed through the Caradon Hill Area Project. Expected to take 18 months to complete. A good time to visit ? If you do, and want to check on access, the Caradon Hill Area Project's office is in the engine house just NE of Minions village.
- just watch out for holes -

I believe this area is owned by a local farmer (the mineral rights for this area in the 19thC were in undivided shares held by a number of owners, a collection of their legal papers covering Marke Valley, Wheal Jenkin's forerunners & East Caradon survive, probably even more complex now). Surface management seems largely to be in the hands of the Commoners, hence their involvement in the press announcements. The south side of Caradon Hill (in St Cleer parish) is now owned by the Rosecraddock estate.
