Record response for this one, summary attached of ID requirements - or not - of 16 authorities.
Essex, who had undertaken research into the impact of not asking for ID had the following to report:
"When introduced this did slightly improve overall membership
figures but the main impact has been in membership by disengaged
minorities, especially the homeless, women in refuges, refugees,
travellers & youths, where membership has increased considerably.
Comparison of stock loss data before and after the introduction shows no
significant impact overall but we do encounter the odd case of
systematic fraud by criminal elements."
A positive result, in terms of increased membership and negligible stock loss impact.
