Yes it can. I have seen deformation bands offset by sliding along cross beds. Completely invisible without the deformation band to act as a marker.
Michele Cooke wrote a paper on it a while ago. Cooke, Michele L and Chad A. Underwood, 2001. Fracture termination and step-over at bedding interfaces due to frictional slip and interface debonding, Journal of Structural Geology, vol. 23 pp.223-238.

I'm wondering if sedimentary cross-bedding could be tectonically reactivated, or by a vein formation parallel to the cross-bedding, or even by a sort of 'bed-on-bed' movement on the individual layers of the cross-bedding.
Does anyone knows about possible examples in the field or literature?
