Yes Ken, you're absolutely right, thanks much for digging these references up. My mistake. Both made very exciting reads. March also has a witty way of using certain words, which makes him fun to read.

It was a contribution to educational research rather than to economics, but much of what March wrote crossed from one field to the other as his readers cross-pollinated his ideas.
March, James G. 1972. "Model Bias in Social Action." Review of Educational Research, Vol. 42, No. 4 (Autumn), pp. 413-429.
But you may be thinking of an article in The bell Journal of Economics in which he drew on some of the ideas he posited first in "Model Bias in Social Action."
March, James G. 1978. "Bounded Rationality, Ambiguity, and the Engineering of Choice." The Bell Journal of Economics, Vol. 9, No. 2 (Autumn), pp. 587-608.
The 1978 article has been far more widely cited than the 1972 piece.
