I am surprised to see that in dealing with a request, regardless of how strange, the response of the labs seems to be to make up an answer. How about asking why? I would be very surprised if it actually belongs to the lab, it does not in Quebec. It was given and taken by patient and phlebotomist with the implied consent for certain tests to be performed, it is not the labs property. You can not use it as you wish, you can not store it for resarch etc,. It is possible to explain to them that all samples are incinerated as a matter of course.
Anyway, I would suggest talking to the person, he and you may benefit from the interaction.
