Yes indeed, "sometimes - only sometimes! - it makes sense to act first,
think afterwards." That is in the context of market transactions, when 'time
is money', money which is never enough.
But some other times, when one is not constrained by market imperatives, it
is much advised to think first and act afterwards. That is the case, for
instance, when designing community or particular artifacts not meant for
sale, whose main requirements are safety, comfort, and fulfillment, rather
than return on investment.
Another reminder that both ways do occur, depending on individual designer,
the kind of project, the context and time.
