The usability is an issue, but it has been improving a lot recently,
with a specific UsabilityInitiative extension
(http://www.mediawiki.org/wiki/Extension:UsabilityInitiative) being
developed as part of a wider Wikimedia Usability project
(http://usability.wikimedia.org/wiki/Main_Page). It is still harder than
working in word but it is getting better :-)
The editing issue is also not a real problem as it is easy to set the
system to only be editable by specific users. You can also open up
editing to everyone on a page by page basis if required, though this is
a bit tedious for more than just a few pages.

I have found it quite easy to set up, but I suppose the maintenance
issue would depend on how often new or updated functionality is
required. I can't really comment on the quality of the code :-), but as
noted above the usability is improving, and the general look can be
themed, though these can be a bit of a pain to set up initially.
As I said originally we have never attempted to use Mediawiki as a full
CMS, but it has proved very useful for specific projects.
Perhaps it is good to think of the possibility of using different
"front-ends" attached to shared institutional primary source data, for
different jobs.
