What should GPs do to accurately and correctly specify requirements for a GP
computer system?

I approve of Gnumed and of OSCAR McMaster.
The one I wrote was a drop-in replacement for Surgery Manager, which I
mostly liked. (It was written shortly after you chose EMIS and
abouthe time I rjected EMIS, and had an aim of doing things better or
more easily than EMIS.
A reason I approved of it was that I knew I could get all the notes out.
I'd expect that if one customises a system (or systm) which executes
on a distant server using data stored n a distant server, and to which
one's access is controlled by a user-specific smart card token that
the customisations would be persistent per user across the whole
range of avaialble places to log in.
But evidently there is soemthign cleer put in to stop that.
Ah well.
