There appears to be a 'perverse incentive' in the Care Quality
Commission scope of regulation (unless things have changed since I
downloaded their 2010 document)
- phlebotomy services must be registered
- diagnostic testing done on "pinprick" (sic) bloodand not requiring
referral to a laboratory is outwith the scope of registration, so does not
need to be registered
Without being protectionist, from the patient's viewpoint this looks like
double standards and/or an amateur's charter - and if the non-
registered site can be reimbursed for doing the test we're potentially into
'referral kickbacks' which have led to problems in the US . . . .
