This seems to be the sanitized version of the "What kind of an engineer is God?" joke or a longer version of the old advice, "Go to an architect with a problem and you'll get a building as a solution." It does leave me with a couple of questions, however.
If the fifth designer was so brilliant in considering policy, why didn't he point out that monarchy was a bad idea or that in a kingdom with a total of one homeless family, the solution didn't require design policy, only a small bit of human decency?
Second but most importantly, do we get to know the stranger's permanent hidden prejudices?
