The effigy reliquary is _within_ the glass display case (or glass coffin). It's made to appear to be the saint lying in death and it probably contains, as such reliquaries usually do, relics of the saint (often a more or less complete skeleton). There are many examples in Italy, e.g. that of another "catacomb saint", Philomena of Rome, whose remains at Mugnano del Cardinale (AV) in Campania are enclosed in the papier-mâché effigy shown here:
