Primary routes to finding information (for me) are Wikipedia and Google. A 'visualisation' might also be useful. If it is regarded as authoritative by Google, it would increase the profile of resources it included.
Any central collection of links would be most useful for the links it includes to material in languages other than English, which is easy to overlook in a search (partly because of the language difference, and partly because Google tends to prioritize sites which are matched in language and location to the location of searcher).
For the assistance of non-English speakers, such a collection might best be started in a CMS with good multi-lingual support, so that translations could be provided (as they are for Wikipedia) if translators are found.
