yes, it's considerably misleading to say that this object dates from "c.
1172-89," even if you add the caveat "later replacements."
looks to me like *all* of the major figures are 13th c. or later
"replacements," as the Kikirpa.be site makes more or less clear
La châsse de saint Domitien a été fortement remanié au cours des siècles.
Il n’y a plus aucun élément en argent du XIIe s. Les très beaux vernis

though one or two appear to attempt to pay homage to the "mosan" style of the
extraordinary original author of the metalwork, Godfrey of Huy, with his quite
"dynamic" drapery style:

essentially the same (literally) "Early Gothic" style may be seen in French
portal sculpture of the 3rd quarter of the 12th c., most notably at Senlis and
Mantes.
on the reliquary as it now exists, it is a question of a venerable (and
apparently much venerated) vocabulary of forms being deliberately replicated a
considerable number of generations after their initial conception.
otOh, a good bit of the decorative and ornamental work appears to be
"original":
