Forced Migration Review issue 38 – to be published in September 2011 –
will include a major feature on ‘technology and communications’.
This issue of FMR presents the opportunity to profile groundbreaking,
practical initiatives, and to debate the pros and cons, the risks and
opportunities associated with the use of new technologies in this field,
particularly in relation to refugees, IDPs and diasporas.
We have now extended the submissions deadline to 18th April.
The call for articles, with suggested aspects to consider, is online at

FMR 38 Call for articles:
The FMR Editors are looking for practice-oriented submissions,
reflecting a diverse range of opinions but focusing on situations of
forced displacement, which address questions such as the following:
* What examples are there of the use by displaced people of the
communications technologies available to them, and how have they
empowered them or given them advantages?
* What happens when displacement deprives people of technologies they
are used to having? Or what new access to technologies does displacement
allow people?
* What examples are there of agencies – both humanitarian and
non-humanitarian – using new technologies to provide better services for
displaced people? Or has the technology become an end in itself – rather
than a means to a larger goal – with little real impact on the lives of
those in crisis situations?
* How are new technologies affecting the roles, tasks and information
flows to and from the field for humanitarian workers and researchers?
* Are there particular emergencies where the response has been shaped
by the use of new technologies and new communications? Can new
technologies contribute to causing displacement?
* How can new technologies be used to contribute to the protection of
refugees and other displaced populations? Or are there examples of new
technology being used to control displaced people in new ways?
* Can the new ‘social media’ be useful for displaced people or those
assisting them?
* How have new media been used in campaigning and mobilisation of
public opinion in support of displaced people?
* What do the new technology companies bring to the humanitarian
enterprise?
* What has been lost with the dominance of new media and other new
technologies?
* How can we be sure that new technologies are not used against
refugees’ interests?
