The older proxy is renewed only when it is expiring and on the WMS there
is a longer proxy.
Expiring means that the lifetime of the proxy is < 20 % of its original
life, but at any rate not less than 1 hour. So at least one hour before
proxy expiration, proxy is supposed to be renewed (if there is a longer
one available)
