There is no definitive reply!
Three years after death is not practical as the person may move away from
the area and not tell you so you have no way of knowing when they die.
One recommendation is three years after the service ends. This gives a
recognisable trigger point. Secondly after three years absence you should
really be assessing their needs from scratch if they require the service
again.
The three years also allows time for internal audit to check the financial
side of the service

Dear all,
I'm trying to resolve a query regarding the retention of service user
records relating to clients of a Learning Disability Provider. I have had
a variety of suggestions, ranging from 6 years plus current, to the death
of the service user plus 3 years. Can someone please offer me an
authoritative response to the matter?
