The basis for this is an article in the BMJ by john Appleby of the kings
fund. Apparently projections show that the UK will (would) have lower death
rates in near future from these causes than france despite lower government
spending.

The broadcast of 'More or Less' can still be heard by searching for 'More or
Less' on the internet. The commentator on French heart deaths stated that
whereas in the UK any sudden death with no other explanation is recorded as
a heart related death, whereas the French recorded it as 'unknown'. The UK
figures are comparable with Italy, which should not be too different from
France, so it may be a non-story.

Good question, which i cant answer interms of how the stats were
produced. But I would hazard the guess that (if French survive better
and longer) diet and lifestyle has as much to do with it as healthcare
does.
