Good question! A search on the University of Sheffield website
for "netting the evidence" leads to
http://www.shef.ac.uk/library/subjects/dentir.html
and on that page is listed (under "Gateways and subject guides"):
Netting the Evidence A ScHARR introduction to evidence-based
practice on the Internet.
However, the URL for that item, which is the same as you give:
http://www.shef.ac.uk/~scharr/ir/netting/
leads to "The page you requested cannot be displayed".
Nor does
http://www.shef.ac.uk/scharr/ir/netting/
(without the "~") lead anywhere. However,
http://www.shef.ac.uk/scharr
does lead to the home page of the School of Health and Related
Research (ScHARR). But
http://www.shef.ac.uk/~scharr
still leads nowhere.
So I think the University of Sheffield has lost it!
