Nice to hear from you! I remember you from Istanbul. I've just checked out the ad in more detail and was surprised to see that it specifies that it's only open to Australian citizens -- this after our manager asked us to advertise it on our international networks! So I've just gone back to her for clarification and she says preference will be given to Australians, but they're still interested in hearing from others. I do know that last time when we advertised for this post we were not able to fill it, so we've been under acting supervision for the last year, and are widening the net this time in the hope of getting more suitable applicants.
We don't have anybody within the institution who could apply. I am at level D myself (it means Associate Professor), but I haven't managed a large staff or budget, and to be honest I don't want to! My other colleagues in this role are at lower levels. There are people from management backgrounds, but we want somebody from an academic language and learning background, so we will certainly go outside this university.

"Continuing" means that the job is for an indefinite period, not just a fixed-term contract.
