I read somewhere that they should be obtained or generated around the same time as the students are enrolled so the ILR idea doesn't really hold water.
In our centre Data Services obtain all the ULNs (via the MIAP website) using batch files that we generate from our MIS system. This (in theory) means that by the time we come to register our students the vast majority should already be imported onto our MIS system and Exams can just fill in the gaps (also by batch files) if and when required.

Only a slightly different note - ULNs.
I understand that most qualifications require a ULN to be submitted along with the registration details now. I have been told by our MIS department that the ULNs are generated via the ILR returns. ULNs therefore can only be generated once we have a "clean" or error free ILR. Something of an impossibility at this time of year with all the enrolment data going on and being amended.
However, we are starting to register new students for their qualifications, especially Functional Skills and still have a lot without ULNs.
Does anyone know if the MIS explanation above is valid and if there is a way around this - that doesn't involve generating ULNs individually - we have 12,00 students.

I wouldn't bother with the learner registration service.
Get the ULNs for the exam boards and diplomas and ILR and then walk
(run) away as fast as possible.
It's up to the awarding bodies to feedback verified data to LRS. What
they do with it I know not. The current Learner Record is a disaster
area because it has been based on the LAD - all Art is one Art whether
it's Photography or Graphic Design so somebody who got an A for
Photography and a B for Graphic design would get one of those grades at
random for Art.
You couldn't make it up.
