It's not a broadcast (which is a separate issue for live TV over the
internet which is the TV Licence query), but it *may*, as you say
constitute a public performance. I suspect that 'the jury's still out'.
I believe this issue - which has come up before on the list - may be
with MLA and/or SCL for debate with the relevant stakeholders?

Good afternoon everyone
What is the legal position on allowing patrons to view DVDs on People's
Network computers? Most of our machines now have DVD drives, but no
codec software to watch a feature film and a patron recently tried to do
this.
Does watching a film, albeit as an individual wearing headphones, in a
public library constitute a public performance? Is there a distinction
between educational or feature films?
