David, and all colleagues,
MLA has been working with colleagues in Scotland, Wales and Northern
Ireland on this issue for some time. We have also been working with a
number of expert groups from inside and outside of the sector, as well
as some of the collecting societies themselves. I think it is fair to
say it has taken far longer than any of us anticipated, but the issues
are very complex. It is still absolutely a 'live' piece of work, and we
hope to be able to give more definitive and helpful news in the very
near future.
