(Shropshire a while ago did a lot of quite detailed work with census data and individual community libraries -- the webpages have now been removed I guess as the data became out of date, but it was a good example of what can be done with census data, they may still have it archived.)

Some reasoning (how sound I'm not sure!)...
...on the subject of Maslow, Maslow essentially reflects that people prioritise needs (creating a hierarchy, what is important about xyz etc.)
...values are synonymous with needs [backchannel for citation] -- a relationship here between beliefs and values and culture and needs
...as a society becomes more civilised, then the needs of the people are increasingly met [which I guess is the only reason a librarian does anything in the first place (terminal and instrumental capacities)], so an understanding of the needs of a community and their values being of all importance to a library?
(I guess what I'm saying is could we have more discussion on the philosophy of libraries please ;)
