I have not noticed any response to your query, so I offer one.
By the 'guidelines' I take it you mean the statutory regulations, which are actually the law, not just guidelines. They permit the supply of only a single copy of any copyright work to an individual. You may not, without infringing copyright yourself, supply more than one copy at the time and you may not supply another copy of the same work to the same person subsequently.

I'm after some information on the thorny issue of photocopying. We have the usual guidelines to follow when readers ask for photocopies which give details of what can and cannot be copied, but I am interested to know whether other institutions restrict the *number* of photocopies readers can order and, if so, how you go about doing this.
