The original query could also be interpreted as whether if a reader
requests a large number of items be copied, could a restriction on the
number of items be placed?
Here in Special Collections at Glasgow, we have supplied some large copy
orders. We advise the readers that large orders will take longer and we
also restrict the amount of pages copied from bound items (on a case by
case basis), for preservation and copyright, where applicable. The order
is fulfilled in batches, around other copy orders.
If the amount of copying would put too much pressure on staff time and
the copying resource to the detriment of the service to others, that may
be a reason to restrict? Don't think we have ever done this though!
In addition, FOI rules may also apply?

I have not noticed any response to your query, so I offer one.
By the 'guidelines' I take it you mean the statutory regulations, which
are actually the law, not just guidelines. They permit the supply of
only a single copy of any copyright work to an individual. You may not,
without infringing copyright yourself, supply more than one copy at the
time and you may not supply another copy of the same work to the same
person subsequently.
