Yes, that is indeed recommended. You may want to think twice about using
the normalize button, as normalization by way of segmentation is the
preferred choice for some time now. The archives contain a lot of
information about this.

You can do "coregister only", which will apply the parameters to the
header without reslicing the image.

See above. I would coregister the T1 to the template, coregister the
functionals to the T1, segment the T1, and apply the parameters to the
functionals.
