We order, receive and pay via Millennium, Finance are not aware of any commitment of funds for books and journals until we pass the invoice for payment.
We have discussed this with them (some years ago now) and there was satisfaction that we are processing orders in an auditable fashion and everyone is happy.
We have an dormant plan to make best use of Millennium's output vouchers and deliver invoice data from our system to Agresso, saving Finance office time and the possibility of keying errors, but this work is competing with other calls on development time.

May I add that I am not only interested in how other Millennium
libraries are linking Millennium and Agresso.
I would be interested to hear from libraries which are or are not
placing orders and processing payment for library material on their
institution's central finance system.
