Well I noticed that England appears separately than the UK and that the UK overall score is lower than England alone ;-)
TR's coverage is incomplete, and as such it is likely to prejudice some countries over others: the "total" publications is not likely to be the total number that Denmark has indexed in its CRIS (or the total no. that UK have in repositories) but the total number that TR have indexed for each country. Which is a limited and incomplete set, albeit a large one.
I take your word for it about Danish practice: the effect of a CRIS might have been enough to draw attention to their authors' work, even without presenting full text articles on OA, but their authors' activity might include other citation-incluencing practices too... What might be worth watching is whether, once they have implemented OA repositories for all their work, that has any effect to their national "percent cited" measure. Assuming that all other variables remain constant, of course!
