"Quite impressive 'results' for a little room on a pole", indeed! Looks like
an aesthetically enhanced version of other camera/pole combinations at
similar events. This is from the 2007 Notting Hill Carnival:

The white paper 'research' on that site is lovely. They asked people who'd
bought one of these things if they thought it was effective at deterring
crime.
Surprise, they thought it was.
Quite impressive 'results' for a little room on a pole.

From the image in the news clipping I noted the tinted windows. Very panoptic
indeed, see without being seen! Good (for my self-esteem) to see from the
English ad text that I was not jumping to conclusions from an inaccurate
image. The windows are indeed tinted. Of course, this could also be for the
occupants' comfort (heat regulation), but the panoptic aspect is very likely
intended as well. Whether that works or not is another question.

Looks like something I saw in an art exhibition once, possibly inspired by an
infernal re-imagining of Foucault meets HG Wells.

Thanks Kirstie,
But I found the info in English (not specifically about Rio). This is, in
fact, called skywatch, is not new and has been used widely in public events
in the US. Here is the manufacturer's website:

Best,
