In my experience of judging FP proposals, those that make it to the expert evaluation stage, but for whatever reason are outwith the scope of the relevant call and are thus immediately rejected, show signs of having been drafted by the participating researchers alone. That is, they have gone to all this trouble, yet consulted neither experts within their institutions whose job it is to support research funding applications, nor EC officials. Wasted opportunities.
