There are some "open source" efforts under way with respect to lifecycle data. The two software packages that seem to be competing for the "design" audience in product design are Sustainable Minds (US based by the Okala team) and Greenfly (Australia based by some who worked on the RMIT ecoredesign projects). I haven't used either of these and most people in my network are US based and so are more familiar with sustainable minds, which I've heard good things about.
