If you have staff already using a VLE, it may be worthwhile to get them to do presentations on how they are using a VLE and any benefits they get from it. It is difficult trying to get people to change established teaching practices is hard but if they can see several benefits then you may be able to 'sell' the VLE. As other people have stated, you do need to assess the needs of your university and whether it is part of a long term strategy to have more VLE usage.
At Hull we have a couple of support groups for those using VLE's either as a support tool for their classroom teaching or for purely online courses.
As for skills - we have had some people who are really IT literate and were able to 'get on with it' or required little support, we have also had those who are not really IT literate and with help and support have found some benefits of using a VLE.
