It's controversial as well as complex - with some suggestion that the issue was over-simplified for Vatican II :-)
Having said that, there is considerable evidence that churches with apsidal east ends had the altar on the chord of the apse. The suggestion is that the clergy sat on a bench around the apse. The change to square east ends in the late 12th & 13th centuries meant that the altar tended to move to the east wall. But any change in the position of the celebrant was presumably much earlier.
