Diane - that's really interesting, we didn't know that!
Since moving to Millennium ILL, we have always used the online forms (we don't want to key in our users requests). So all of our requests are in the New file. Those being acquired via Artemail for delivery to the patron's email address immediately move into Filled, as you say. Which means we have to use various workarounds when items are not available or need to be chased, etc. We were told that this is 'how the system works'.
Prompted by your email, we have just tried acquiring via Artemail to patron's email address from the 'Enter Requests' stage, and yes, they do go into Pending.
We don't want to key in users requests but we do want direct delivery requests to go to Pending. If it works like this in Enter Requests, I can't think why it couldn't work like that in 'New'. Assuming other Millennium ILL/Artemail users are in favour, then I think a discussion with Innovative is the next step.

We are not offering online requesting at Bangor and haven't come across this problem but it sounds like a bug or design fault to me, especially if requests entered by staff and acquired can go correctly into Pending.
Have you discussed this with Innovative?
