There have been some recent list postings regarding access to
subscription based online reference resources and how this affects MLA's
Reference Online programme.
MLA supports public library authorities and their efforts to reduce
barriers to membership. MLA also accepts that commercial suppliers need
clarification on how the original basis for setting subscriptions on
some their products might be affected.
There has been a sudden and significant rise in the number of library
authorities offering membership (particularly online) to anyone
regardless of their location. The recent SCL 'universal membership'
initiative has also lowered barriers to access. These two factors have
helped determine the nature of recent debate and obviously occurred
after the establishment of the Reference Online Framework Agreement.
It is important to note, however, that the current Reference Online
Framework Agreement states that public libraries determine who is able
to obtain membership, and that the new membership schemes do not
constitute abuse.
The MLA is actively working with suppliers and library authorities to
investigate different ways of calculating subscription rates, once the
current Agreement ends, to take into account the new membership
environment. Any new arrangements will work on the principles of being
affordable for public libraries and commercially acceptable to
suppliers.
