Don't online suppliers, at least for some products, charge each
authority (or consortium) a concurrent use licence (presumably
aggregated by IP for internal use, and a. n. other means for external)
- i.e. you know who the use is licenced to, and that it's (in theory)
coming from authorised users, no matter where they are geographically
located?
If so, then presumably each authority/consortium concurrent use is
currently too low to trigger a demand from the suppliers for an uplift
from the supplier (or they are ignoring it for the moment)?
But some authorities/consortia could be staring into the abyss of such
demands in the future?

This might also be an appropriate time to mention that the MLA framework
agreement does not define authorised users with any geographical
boundaries. So while we are all presented with a challenge by libraries
who choose to remove all barriers to access, this does not constitute
abuse.
